Despite the in-game description referring to the ring as an accessory, it is indeed head armour. The manual for creating the ring is the Shine on, Xenlon book, which is the reward for for completing the fourth Wheel of Harma trial in twenty turns or less in Angri-La. Change will change her appearance when wearing it along with the xenlon gown, and she will be given The Xenlon title.
