Sancho is a permanent ally in Dragon Quest V. He joins at the start of Generation 3.
You first meet Sancho near the start of the game, when you leave the small port and go up into Whealbrook, in which you get stopped along the way by some people who scream about Pankraz returning. Later on in the game, Sancho becomes an ally and you can pick him to join your party when you go along fighting.
