The Sunken treasure is an item exclusive to Dragon Quest II: Luminaries of the Legendary Line.
Details

It is found by searching in a sparkling part in the ocean, north in between Rippleport and Alefgard.
A man in Rippleport rewards Luminaries with the Echo Flute upon being given this treasure.
Additionally, in the Cell phone version, it is necessary to talk to a Merchant NPC in order for the Sunken Treasure to obtainable.
