Dragon Quest VIII
Both Jessica and Angelo can equip staves, though there are some slight differences in their skill sets.

Dragon Quest IX
Somewhat confusingly, the "staff" skill in Dragon Quest IX refer to quarterstaff weapons, almost all labeled "poles." These weapons can be equipped by martial artists and priests. Once a character fully masters the Staff skill, they can freely use poles with any vocation.

The actual magic staffs are under the "Wand" skill set, despite each of them named "staff." These weapons can be equipped by mages, priests, paladins, armamentalists, and sages. And once a character fully masters the Wand skill, they can freely use "staffs" with any vocation.
